Kim Wireman

KIM WIREMAN, LCSW-C, LCADC

President & CEO

Kim Wireman joined Powell Recovery Center, Inc. in 2003 as a clinical social worker. Since joining Powell she has served as Clinical Director, Senior Vice President, Head of Clinical Operations and (since 2013) has served as its President/CEO of Powell.

Under Ms. Wireman’s management Powell has expanded client treatment services offering more intensive treatment including expanded addiction medicine for clients.   Powell also obtained an Outpatient Mental Health Clinic license in the State of Maryland, significantly expanding Dual Recovery services at Powell.

Ms. Wireman has led the growth in services and expansion of staff including an experienced senior management team to provide professional management and oversight as Powell continues to grow to meet public behavioral health treatment for men and women in need in the Baltimore area. Kim obtained a BA degree from University of Maryland, Baltimore County in 1993 and an MSW from University of Maryland at Baltimore in 2001.

Chief Operating Officer

Ms. Smith has worked in the Human Service field for 17 years with youth and adults. She has 12 years experience in the Behavioral Health field.  Kim joined Powell in 2007 as a case manager. Since joining the agency, she has led the Women’s Program, Housing Director, and then began managing increasingly larger roles as Powell grew. Kim has aided in the growth of the residential program at Powell.

Today Kim is Chief Operation Officer for the agency. She currently holds an undergraduate degree and certification from the state of Maryland. She has worked at various agencies in the role of counselor, case manager, as well as in supervisory positions.  Ms. Smith has collaborated with the Department of Juvenile Justice, Urban League of Baltimore, and the Family League of Baltimore.  Kim has formerly served on the States Attorney Office mentorship and continues to pursue her passion for social justice.

Our Story

Powell Recovery Center helps public health clients in Baltimore City who are struggling with addiction and mental health issues. We provide treatment on demand for quick access to addictions and dual recovery care for those struggling with the fentanyl/opioid epidemic.

For almost 30 years, Powell has worked to remove barriers to service and make sure everyone can access recovery easily. That means we provide crisis management and residential treatment for up to six months. We provide food, clothing and other supplies when clients start treatment so they feel stable and supported.

Since 1994, we have provided “Treatment on Demand,” meaning most clients we help are scheduled for an intake within 24 hours. Our hardworking, dedicated staff of more than 180 people make our clients feel welcome and important.

Our Story

Since 2013, Powell has grown so we can better serve our clients. Our headquarters on Broadway has expanded to include several new residential buildings, turning our space into a true campus.

We work hard to be good neighbors, and we have great relationships with local residents and businesses. Even during the COVID-19 pandemic, we made sure our clients had access to telehealth and a mobile clinic, ensuring treatment was not interrupted.

Led by our dedicated President & CEO Kim Wireman and Chief Operating Officer Kim Smith, Powell has a large staff of addictions counselors, licensed mental health clinicians and friendly support staff who work in teams. Our medical staff includes a physician, three advanced practice nurses (CRNP) and one psychiatrist, along with RN’s and medical technicians.

Today, we are able to serve 250 clients daily. We provide services at the “cutting edge” of the fentanyl epidemic – we help research fentanyl use and treatment so that we aren’t just helping clients get sober, we’re helping the public stay informed and safe. And we do more than just help our clients in treatment. We work hard to maintain relationships with local businesses and landlords, and create opportunities for employment for those in recovery.
